hello, i have a 1978 bronco custom. how do i know if i need the locking or non locking steering wheel column adaptor?

If the key is not in the ignition, if are you still allowed or able to turn the steering wheel side to side, lock to lock, ie. non-locking column. Or, without keys, does the steering wheel lock, making you unable to turn the steering wheel, ie. locking column.
