There is a small metal plate inside of the vent frame that the holes are in, does that need to be removed to allow space for the new pin, the setting tape, and the glass?

If the plate is riveted on, it will most likely be removed. The frame is normally bare when we start a rebuild, or change and remove parts as necessary.
