Do item #3554 and #3562 both work with hard tops? I will be seasonally using a hard top - which would you recommend knowing this?

If the hard top will ever be off for an extended time, the 3562, no top, looks and works better. The 3554 has a flap, that extends above the bedrail, to cover the hard top bolts. Without the hard top, the flap sticks up about an inch above the bedrail, then the bolt flap has no-where to go. About 4 x the length of panel, flaps of in the wind.
