Q: do you need to apply silicone on the seals of the electric washer pump?

A: You should not need silicone. The pump has a rubber seal on the tip to seal it to the housing. Then a retaining ring to hold it in place.

Q: how does the washer fit on the motor?

A: The motor is pushed into the reservoir, the lock washer is pushed in behind, gripping the plastic of the reservoir. It pushes into place, and can take a bit of even force.
