Q: Can this be used with the vinyl flooring as well? Mostly looking to use bulkhead area to the tailgate.

These are really nice. I like that the holes are countersunk. I just wish that they included instructions though.I am not replacing them so I have no idea where they are mounted.Again , great looking product!
